Parses the date and time values S-100 date ranges carry: a date (S100_TruncatedDate, written as 2026-03-01 or 20260301) with an optional time of day (Time, written as 06:30:00Z or 063000Z), as in the fixedDateRange complex attribute's dateStart/timeOfDayStart and dateEnd/timeOfDayEnd.

Remarks

Times without a zone are taken as UTC, as S-124 Ed 2.0.0 requires. A date given as a full date-time is accepted too, as some Edition 1.0.0 datasets write one. Truncated dates without a year (such as --03-01) aren't moments and return null.
