Groups an exchange set's catalogue entries so that each S-101 base cell is loaded together with the sequential update files (….001, ….002, …) that target the same cell within the same exchange set.

Remarks

Updates are matched to their base by cell name (the dataset file name without its numeric extension) and ordered by update number (from the catalogue's updateNumber, falling back to the file extension). Non-S-101 datasets, and S-101 base cells with no in-set updates, are emitted as Single items in catalogue order; an S-101 update with no matching base is emitted as OrphanUpdate (surfaced as a best-effort warning by the loader). Cross-exchange-set application is intentionally not supported here. S-101 / S-100 Part 10a.
