The default IDisplayPlaneAuthorityProvider: exposes the default-plane authority of a ProductRegistry (DisplayPlanes) and never raises CurrentChanged (the plane table is policy-invariant).

Remarks

A real parameterless constructor rather than an optional parameter, so reflective construction (CreateInstance(Type), as the perf runner's version probe does) keeps working.

DisplayPlaneAuthorityProvider(ProductRegistry?)

Creates a provider over registry, or over Default when it is null.
