Remarks

The S-201 Edition 2.0.0 Portrayal Catalogue (Annex D) ships a single top-level template main_PaperChart.xsl declared with ruleType="TopLevelTemplate"; BuildRules() auto-discovers it. Sub-templates (per-feature rules under Rules/) are loaded on demand via GmlPortrayalCatalogueBase.FetchRuleFallbackXmlResolver.

Remarks

The default implementation resolves filenames against the pre-fetched rule-file bytes dictionary. Override to add fallback resolution strategies (e.g. FetchRuleAsync(string, CancellationToken) for specs whose sub-templates are not registered as rule files).
