S-421 Edition 1.0.0 references each leg from the waypoint it ends at (routeWaypointLeg); From(S421Dataset, out IReadOnlyList<ProjectionDiagnostic>) also reads datasets that reference it from the waypoint it starts at, telling them apart by whether the first waypoint carries a leg. Populated during projection; see From(S421Dataset, out IReadOnlyList<ProjectionDiagnostic>).
