Remarks

Implementations, and the series they return, must be safe to call from several threads at once.

The datasets the source reads, one entry per dataset (no station or grid cell), for a WaterLevelBasis. Empty when the source can't list them.

IReadOnlyList<WaterLevelSourceInfo> Datasets { get; }

The areas where Locate(GeoPosition) can return a series, in WGS-84. Empty when the source can't describe them.

IReadOnlyList<CoverageArea> Footprint { get; }

The series covering a point, most preferred first. Empty when the point is outside every S-104 dataset's extent.
